
Press cmd/Cntl+J to duplicate the background layer. Layer 1 will appear.

Press Cmnd/Cntl+Alt+C to open canvas size and select the canvass size in inches according to your preference for the frame while you are on layer 1.
You will see that a white border will appear around the frame.
Create a new layer above layer 1 as shown in the pic.
Go to Edit > Fill> and select the wooden frame as shown.
Keep your cursor on layer 1 and hit Cmnd/Cntl to get the selection of the image.
Press Shift+Cmnd/Cntl+I to inverse the image selection.
Goto layer 2 and create a layer mask as shown. You will see the picture appear through the wooden frame.
